EASA publishes updated Easy Access Rules for Third Country Operators

The European Union Aviation Safety Agency (EASA) has published the Easy Access Rules for Third Country Operators (EAR for TCO) — Revision from April 2023.

This Revision incorporates the following:

• Commission Delegated Regulation (EU) 2023/659 amending Commission Regulation (EU) No 452/2014 (the ‘TCO Regulation’) as regards the technical requirements and administrative procedures related to air operations of third country operators;
• ED Decision 2023/006/R amending the Acceptable Means of Compliance and Guidance Material to the TCO Regulation to facilitate the implementation of Commission Delegated Regulation (EU) 2023/659; and
• EASA Management Board Decision No 01-2023 on the ‘TCO Authorisation Procedure’.

The EAR for TCO are available for free download on the EASA website as pdf, online dynamic publications (new) with filters and search functions for simple navigation with computers, tablets, and mobiles, as well as in xml format with machine-readable content. As they are generated through the eRules platform, they will be updated regularly to incorporate further changes and evolutions to their content.
